Security becoming a bigger concern over last year could be attributed to the fact that issues of privacy breaches have garnered more news coverage as of late. In turn, more legislators (including President Barack Obama) are turning their attention to the issue.
What's probably most interesting is that when these leaders are questioned, the actual tech is not so much an issue as the logistics around it all.
